The reform, aimed at boosting competitiveness, reducing VAT fraud, and easing administrative burdens, includes a directive, a regulation, and an implementing regulation.
Key measures include:
- fully digital VAT reporting for cross-border B2B transactions by 2030;
- requiring online platforms to pay VAT on short-term rentals and transport services when providers do not, and;
- expanding VAT one-stop-shops to simplify compliance.
