European Labour Authority Report – HORECA sector

On 3rd October 2024, the European Labour Authority launched its report on the HORECA sector.

The report focuses on the following main topics:

  • The horeca sector in the economy of the EU
  • The labour market in the sector in the EU
  • Recruitment in the sector in the EU
  • Employment and working conditions
  • Enforcing labour law and EU labour mobility rules.

 

Main observations:

  • It is noted that the hospitality sector is significantly affected by seasonality, with increased demand during peak seasons and special occasions. As a result, various contract types are required to meet these needs.
  • Low wages are a common feature of the industry, but this is attributed to the need for low-skilled workers and the sector’s generally low profit margins.
  • While some migrants may be overqualified, it is emphasized that the industry is inclusive, offering opportunities for both skilled and unskilled individuals.
  • Extended working hours, especially during peak periods, are a response to high consumer demand and are generally allowed by national laws or collective agreements.
